What Construction Permits are Needed?
When you are doing construction work on your property, it can be a confusing process as to what permits you are legally required to file with the Borough.
There are three main types of construction permits: Zoning, Engineering and UCC. Zoning and Engineering enforce local ordinances specific to the Borough of Manville. All Zoning permits are required to be submitted with a survey showing the current impervious coverage for the property.
The UCC or “The Uniform Construction Code” consists of Building, Electric, Plumbing, Fire and Mechanical subcodes and is governed by the state of NJ, specifically the DCA. Most permits will require two sets of signed and sealed plans from a licensed professional before they can be processed.

Please note, this is just a General Guide and each job may have different requirements and may need more information submitted than is listed below. The Borough’s Technical Assistant will be able to assist you with any questions you may have regarding what specifics are needed.
Additions – Zoning and All UCC
Air Conditioning – Zoning (new installs only) + Electric and Mechanical
Alarm – Fire/Smoke/Carbon Monoxide – Electric + Fire
Alterations – All UCC
Asbestos Removal – Building
Basement – Confirmation that property is NOT in a flood zone. If not, all UCC may be required.
Bathroom Fixtures – Plumbing – Piping Changes Only. Direct fixture replacements do not require a permit.
Boiler – Mechanical + Electric
Car Port – Zoning, Building
Car Chargers – Electric + Load Calculation
Chimney Liner – Fire
Communication Points (Cell Towers) – Zoning, Engineering, Building + Electric
Deck – Zoning, Building
Demolition – Building + Utilities Disconnect if applicable.
Driveways – Zoning + Engineering for expansion, cutting into the curb or cutting into the sidewalk.
Dumpster/Pod – Zoning
Electrical Work - Electric
Fence – Zoning. Zoning + Building if there is a pool on the property.
Fireplace – Building + Fire
Furnace - Electric and Mechanical
Garage – Zoning, Building
Gas Piping - Mechanical
Gazebo – Zoning, Building (if over 200’)
Generator – Zoning, Electrical + Mechanical
Hood – Fire + Electric
House Lift – Zoning, Engineering, Building + Utility Disconnect
Lawn Sprinkler – Plumbing + Landscape Irrigation License
Pool (Above Ground) – Zoning, Building + Electric
Pool (Under Ground) – Zoning, Engineering, Building, Electric + Plumbing
Radon – Electric, Building
Ramp – Zoning, Building
Roof – Building – Commercial Only
Shed – Zoning. Building if the shed is over 200 sq ft.
Sidewalks – Engineering
Siding – Only required for a single-family dwelling if using Polypropylene.
Signs – Zoning, Building
Solar Panels – Zoning, Building, Electric + Fire
Spa/Hot Tub - Zoning, Electric
Sprinklers – Fire
Steps – Building
Tanks – AGT/UST – Installing - Plumbing + Fire; Removing - Fire
Tenant Fit Out – Zoning + All UCC
Temporary Trailer – Zoning, Building, Electric
Water Heater – Mechanical
Water Heater (Electric) – Plumbing + Electric
Windows – Building if adding, enlarging, or eliminating.
