Hurricane IDA Disaster Recovery Program Launch and Registration

The U.S. Department of Housing and Urban Development (HUD) has awarded $228 million in Community Development Block Grant – Disaster Recovery (CDBG-DR) funds to New Jersey (“State”) to assist with recovery from Hurricane Ida (“Hurricane Ida” or “storm”). The Department of Community Affairs (DCA) will be administering the CDBG-DR Grant.
DCA will use these funds to create housing recovery and mitigation programs to help individuals and communities. We conducted an analysis of unmet needs for storm-impacted residents and collected community feedback to develop an Action Plan that outlines how the funds will be used. HUD has approved the State’s Action Plan and we are working to develop program policies and information to launch these programs in the near future.
Recovery programs include:
· Homeowner Assistance Recovery Program (HARP)
Provides grants to homeowners (who owned and occupied their home at the time of the storm) to rehabilitate, reconstruct, and/or elevate their storm-damaged homes.
· Small Rental Repair Program (SRRP)
Provides zero-interest, forgivable loans to owners of small rental properties (less than 7 units) to repair, reconstruct and/or elevate their properties.
· Tenant-Based Rental Assistance (TBRA)
Provides supplemental rental assistance for low-income rental families who were impacted by the storm.
· Blue Acres
Allows homeowners in flood-prone areas to sell their homes to the State and move to a lower-risk area.
· Housing Counseling and Legal Services
Provides supportive services, such as foreclosure prevention, relocation services, and debt management, and assists with application intake for CDBG-DR-funded programs to help impacted residents transition to more permanent housing.
· Smart Moves
Provides financial assistance to communities for the development of affordable housing that is also energy-efficient and outside the 500-year floodplain.
· Resilient Communities
Provides funding for infrastructure projects that will help communities be prepared for future natural disasters.
· Ida Resilient NJ
Provides funding to local governments to support local and regional resilience planning.
